The US Office of Personnel Management has maintained various statistics on occupations across the Federal Government. One of these accessible data views consists of Online Analytical Data Cubes for Employment, Employment Trends, Accessions and Separations. A variety of online Tools are available to slice and dice the data cubes into a variety of analytics views covering two million Federal Employees.
The extracted data view below from the Fedscope Employment Data Cube of March 2024 was migrated into a Excel spreadsheet for comparisons of Women vs Men in categories of Employment, Average Salary and Average Length of Service by GS Level Pay Grade. Click on the image below for a larger view.
As shown in the data below Average Salary for Females compared to Males averaged 101.10% across Pay Grades from a Comparable Worth view..that is comparing Salaries for Women vs Men in Jobs of Comparable work requirements, difficulty, qualifications and work environment.
Unfortunately, most news organizations and certain advocacy groups purport that Women earn much less than Men on average by taking the distorted statistic of comparing all salaries of Women vs Men regardless of Comparable Job Worth. In the Summary row below such a total bucket approach yields a 93.66% Average Salary for Women vs Men.
This occurs when comparisons are made regardless of Job Work and Qualification Differences. However, it does point out that, as shown below that there does exist a Glass Ceiling effect. As illustrated below employment for Women vs Men in the higher GS Pay Grades 11-15 ranges from a high of 88.9% to a low of 73.12%.

Below is a Line Chart showing the Average Salary Percent Female to Male based upon GS Pay Grade Level based on the data sheet above.
The line chart below does illustrate a slightly downward trend for Average Female Salaries compared to Males as Pay Grade Level increases.
